Affiliation fees were raised to .80 cents per child A survey was carried out by the CPS Council about how the CPS was structured. A change to the structure was approved and also to the meeting frequency of two regional meetings and one General per term. A new CPS staffing role of CPS Coordinator was endorsed.

The Government announces the introduction of a compulsory weekly Preschool fee of $6 per child.

The CPS and the PPA’s fight the fee using a boycott. A major review into Preschool education was instituted, called the Chase Report.
The following preschools open:
A change to self-government and the ALP in power – the compulsory fee was abolished. The Chase Report recommends that the ACT Preschool system administration be decentralised and 5 Preschools be closed. The CPS campaigns against the closures and as a result a taskforce is pulled together to find ways of cutting the costs of the preschool system.
